A black security guard is competent enough to detain a gunman without killing him. Police are not competent enough not to kill the security guard hero holding the potential killer at gunpoint. Despite wearing a bright yellow "Security" vest and bystanders yelling that he is not the shooter.
If this is not the perfect metaphor for the myriad problems with the government having virtually any power whatsoever, I don't know what is.
